WHY THE FATHER HAS TO GO TO COURT TO SPEND TIME WITH HiS CHILD AND THE MOTHER CAN BE WITH THE CHILD ANYTIME

Stephanie was born on February 10th 2005. Stephanie lived each day of her life with her parents until July, 29, 2006. Then, because the mother decided to move in with her grandmother, Since than Michael life has been a living hell.
When the mother moved out, she had a police escort provided to her that allowed her to take Stephanie which is his daughter out of his home without his permission. Michael was never given a chance to say that he wanted Stephanie to live with him.
Michael said that the police told him straight out that he would have to have a letter from the Domestic Court to be allowed to spend time with his daughter at any point and time. Since then, Michael has been devastated and depressed.
Michael couldn't understand why the father has to go to court to be with his child. The father, Michael Rowlen was very mad when his wife had a police escort to remove his daughter from his house without prior knowledge. but the mother can be with the child anytime.
Separated or divorced, If the mother is the one who leaves the home , why should the father's relationship with his child be affected by a move made by the mother.
Chicago should have public toilets for people to use.
